Update: The problems have been resolved. qooxdoo 0.6.5 was released some minutes ago.

The open-source hosting involved for qooxdoo - Sourceforge currently has some problems with their file release service. Because of this we need to hold up the release of qooxdoo-0.6.5 a bit. Hopefully they will get it done in the next hours. Otherwise we will push out the release ASAP tomorrow. The release is already tagged in SVN, which means that SVN users can update their projects to this tag already. You can monitor this ticket in sourceforge's tracker.
