Generator: Library Scanning

Library scanning has been sped up, by moving the costly class ID verification to a situation where the class would be parsed anyway (e.g. during dependency analysis). The actual speed up now comes from the fact that only classes which are needed for the particular application are parsed and verified, not the entire library as before.
